(1) Regular meetings. The City Council shall have regular sessions on the second and fourth Monday of each month at 6:30 p.m., and if that Monday shall fall on a holiday shall have its regular session the next following day, and adjourned and special sessions at any other time the Council may deem proper.
(2) Special meetings. Special meetings may be called as provided by § 3.01 of the Charter. Written notice of any special meeting shall be posted giving the date, time, place and purpose of the meeting at least three days before the meeting. Notice shall be provided at least three days before the meeting to all of the members of the Council and to anyone who has filed a written request for notice of special meetings. In calculating the three days, the first day that notice is given is not counted and the last day is counted, and if the last day falls on a Saturday, Sunday or legal holiday, the next regular business day shall be counted as the third day.
